Fifa acknowledged it had a responsibility to ensure human rights were respected in the build-up to a tournament, but also said it was not responsible for "solving all the societal problems" in a World Cup host country.
(If true) this attitude may well have been acceptable in 1931, but nowadays every organisation is expected to be responsible for the supply chain that it itself causes to be contracted. Not to fix "all societal ills", but certainly all the easy, visible, fixable stuff like everything detailed in (say) the UK Modern Slavery Act (2015)
