France has unveiled a 20 billion Euros Clean Energy Transition Plan which includes 4 billion Euros to aid the switch to cleaner less polluting vehicles and diesel scrappage:

PARIS (Reuters) – The French government plans to invest 20 billion euros in an energy transition plan, including 9 billion euros towards improved energy efficiency, 7 billion for renewables and 4 billion to precipitate the switch to cleaner vehicles.
